This hybrid role offers telework options and variable schedule flexibility. You’ll advise HR benefits specialists and employees on state health, retirement, and NCFlex plans, resolve enrollment and eligibility issues, reconcile vendor bills, and check payroll deductions. The work uses SAP’s Integrated HR-Payroll System, reporting tools, and a ticketing system, with testing, audits, training, and webinars. A bachelor’s degree plus one year of HR, payroll, or HRIS experience is required.

The primary purpose of BEST (BEACON Enterprise Support Team) Shared Services is to support state employees and agency human resources and payroll personnel in:
- Providing human resources, benefits and payroll administrative processing services based on standard processes, policies, and systems
- Providing accurate, consistent, and timely answers to human resources, administrative processing, benefits, and payroll questions
- Providing support for reporting activities
- Providing SAP maintenance and assistance
This position reports to the BEST Shared Service Benefits Team Supervisor.
The Benefits Analyst serves as a primary consultant to the Agency Human Resources Benefits (HBR) Specialists to administer state-wide benefits. The Analyst spends most of the day solving complex benefits issues from leave of absences, health and insurance plan enrollments, and retirement and other benefits issues; interpreting, explaining, notifying, and advising employees and HBRs of benefit policy and procedures; responding to emails and phone calls from HBRs, employees and benefit vendors; updating and correcting benefit enrollment records; reconciling State vendor insurance bills; working with employees and vendors to solve enrollment and eligibility issues; planning and developing curriculum and materials to train Contact Center staff and new HBRs; developing job aid documents for benefits enrollment processing; using SAP, the Integrated HR-Payroll System, to generate advance reports to ensure accurate benefits enrollment and payroll deductions; using a ticketing system to monitor benefit issues; processing monthly and biweekly payrolls to ensure benefits deductions are accurate; testing new system functionality before implementing changes to the Production system; responding to court ordered health insurance inquiries; troubleshooting vendors’ enrollment and eligibility error reports; completing enrollment and eligibility audits; assisting in conducting webinars and presentations for new benefits enrollment processes or system functionality; preparing benefits participation and eligibility reports to summarize benefits patterns for State Agencies; responding to daily vendor inquires; coordinating with the North Carolina State Health Plan to ensure employees' health enrollments are correct in the State Health Plan enrollment system.
Recruitment Range: $56,772–$85,159 (Salary depends on education and experience, internal equity, and budget availability).
Knowledge Skills and Abilities/Management Preferences
- Thorough knowledge of the enrollment and eligibility policies, processes, and procedures for the state-wide benefits programs: State Health Plan, State Retirement System plans, and NCFlex as well as federal ACA regulations and OSHR policies.
- Experience with benefits administration, system reporting, and payroll deductions within an HRIS environment.
- Ability to interpret, apply, and communicate a variety of policies, procedures, and regulations to HBRs and employees.
- Proven ability to maintain confidentiality of sensitive data, exercising sound judgment and discretion in gathering and evaluating personal data for benefits transactions.
- Proven ability to analyze, troubleshoot, resolve, and explain complex benefits related processing issues to a variety of management levels and other customers, including distressed employees in highly emotional situations.
- Ability to establish and maintain effective working relationships with employees, Health Benefits Representatives (HBRs) and state vendors.
- Ability to express oneself clearly and concisely in oral and written form.
- Ability to work independently and to make and defend procedural decisions.
- Proven ability to meet deadlines in a fast-paced, high volume processing environment.
- Intermediate level skills using Microsoft Excel, Word, and database software packages.
Management Preferences
Experience using the Integrated HR-Payroll System modules including an in-depth knowledge of the benefits infotypes in the Personnel Administration module, Employee Self Service, and system reporting tools.
Minimum Education and Experience
Bachelor’s degree in business administration, human resources, computer science, or any related field from an appropriately accredited institution and one year of experience in business or HR/Payroll consultation, process improvement or requirement gathering in an information technology, payroll, or HRIS environment; or an equivalent combination of education and experience.
