About the role
Savannah River National Laboratory is seeking a highly motivated and detail oriented Oracle HCM Systems Analyst to support, enhance, and maintain the laboratory’s Oracle Cloud HCM platform. The successful candidate will serve as a subject matter expert for Oracle HCM, collaborating with HR, Payroll, Finance, IT, and other stakeholders to ensure the system meets business needs and supports efficient HR operations.
This role requires strong functional knowledge of Oracle Cloud HCM, hands-on system configuration experience, and the ability to manage quarterly releases, troubleshooting issues, maintain data integrity, and document system processes. The ideal candidate is an independent worker, strong communicator, and proactive problem-solver with the ability to translate business requirements into effective HCM technology solutions.
Responsibilities
- Administer, configure, and optimize Oracle Cloud HCM modules and processes
- Serve as the functional SME for Oracle HCM and translate business needs into system solutions
- Troubleshoot system issues and coordinate resolution with internal teams and Oracle Support
- Lead quarterly release preparation, testing, documentation, and deployment
- Perform impact assessments and regression testing across HR
- Manage HCM security, user access, and data integrity audits
- Develop and maintain OTBI and BI Publisher reports; validate and resolve reporting issues
- Support testing for enhancements, integrations, and new functionality
- Identify opportunities for process improvement, automation, and enhanced user experience
- Collaborate with HR, Payroll, Finance, IT, and Communications on cross functional initiatives
- Communicate system changes and support user adoption
- Maintain documentation for configurations, integrations, and release activities
- Evaluate new Oracle features and recommend improvements aligned with business needs

Qualifications
Minimum Qualifications
- Bachelor’s degree in information systems, Human Resources, Business Administration, or a related field & 7+ years experience.
or Masters degree in related field & 4+ years experience. - Hands-on experience with Oracle Cloud HCM
- Solid understanding of HR processes and employee lifecycle workflows
- Experience with system configuration, testing, troubleshooting, and implementation
- Strong analytical, problem solving, and communication skills
- Ability to work independently and manage multiple priorities
- Ability to translate business requirements into effective technical solutions
Preferred Qualifications
- Oracle Cloud HCM certification
- Experience with multiple Oracle HCM modules (Core HR, Recruiting, Benefits, Compensation, Absence, Talent, Performance, Goals, Journeys, Help Desk)
- Proficiency with OTBI and BI Publisher
- Experience with HCM security, integrations, and quarterly release cycles
- Familiarity with Redwood UX, automation tools, and AI enabled HR technologies
- Experience supporting HR transformation or shared services environments
- Background in developing HR analytics, dashboards, or reporting solutions
Security Clearance Information
This position will require selected candidate to be able to obtain a DOE Security Clearance.
BSRA is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications.
