Senior Business Systems Analyst, Oracle HCM Payroll, Core HR & Oracle learning

About the role

TL;DR

Work three days onsite and two remotely, with Tuesdays and Wednesdays onsite and a third day set by the team or employee. You’ll configure and support Oracle HCM Cloud across Payroll, Core HR, and Oracle Learning Cloud, including US payroll processing, compliance, testing, quarterly releases, and production support. The Impact You Will Have in This Role

DTCC is seeking a Senior Business Systems Analyst to support and enhance our Oracle HCM Cloud platform, with a primary focus on Payroll, Core HR, and Oracle Learning Cloud.

In this role, you will partner with Payroll, Human Resources, Learning & Development, and Technology teams to deliver scalable, compliant, and business-driven HCM solutions. You will play a critical role in configuring, optimizing, and supporting enterprise HR systems that directly impact employee experience, payroll accuracy, workforce development, operational efficiency, and regulatory compliance across the organization.

Your Primary Responsibilities:

  • Configure and support Oracle HCM Cloud, with a focus on Payroll, Core HR, and Oracle Learning Cloud.

  • Partner with HR, Payroll, Learning & Development, and Technology stakeholders to gather requirements, analyze business needs, and deliver scalable functional solutions.

  • Configure payroll elements, earnings, deductions, taxes, eligibility rules, workforce structures, and related HCM functionality.

  • Support payroll processing, payroll validation, year-end activities, reconciliations, compliance requirements, and tax-related functionality.

  • Configure workflows, approvals, role-based security, notifications, Enterprise Journeys, and workforce management processes.

  • Support Oracle Learning Cloud, including courses, learning assignments, learner groups, compliance training, certifications, and employee development programs.

  • Lead requirements gathering, solution design, configuration, testing, deployment, and post-production support activities.

  • Develop and execute functional test plans, test scenarios, UAT, regression testing, and production validation activities.

  • Investigate and resolve application, configuration, integration, security, reporting, and data-related issues.

  • Support Oracle quarterly releases by evaluating enhancements, assessing business impacts, performing testing, and validating functionality.

  • Utilize SQL, reporting, and analytical tools to troubleshoot issues, validate configurations, reconcile data, and support business reporting needs.

  • Maintain system documentation, process flows, configuration workbooks, release artifacts, and support materials.

  • Identify opportunities to improve processes, automate manual activities, strengthen controls, and enhance the overall user experience.

  • Collaborate with internal teams and external vendors to ensure the successful delivery of enhancements, projects, and operational support activities.

Qualifications

  • Bachelor's degree or equivalent combination of education and experience.

  • 6+ years of experience supporting Oracle HCM Cloud, including Payroll, Core HR, and/or Learning modules, in a Business Systems Analyst, HRIS, or HR Technology role.

  • Hands-on experience supporting Oracle Payroll and Core HR modules within a complex enterprise environment.

  • Experience gathering business requirements, configuring solutions, testing enhancements, and supporting production environments.

  • Strong understanding of U.S. payroll processes, controls, compliance requirements, tax regulations, and year-end activities.

  • Experience working directly with HR, Payroll, Technology, and business stakeholders.

  • Strong analytical, problem-solving, communication, and documentation skills.

  • Experience utilizing SQL and reporting tools for data analysis, validation, troubleshooting, and reporting.

Talent Needed for Success

  • Strong hands-on Oracle HCM Cloud functional configuration experience, particularly within Payroll, Core HR, and Learning.

  • Demonstrated experience configuring payroll elements, calculation cards, earnings, deductions, taxes, eligibility rules, and payroll processing requirements.

  • Strong knowledge of U.S. payroll processes, tax compliance, reconciliation, controls, and year-end processing.

  • Experience supporting Oracle Learning Cloud, including learning assignments, compliance training, certifications, and employee development programs.

  • Experience configuring workforce structures, workflows, approval rules, notifications, role-based security, and Enterprise Journeys.

  • Strong SQL and reporting skills for troubleshooting, data validation, reconciliation, and business reporting.

  • Ability to translate business requirements into clear functional specifications and scalable system configurations.

  • Experience supporting Oracle HCM quarterly releases, regression testing, production deployments, and ongoing platform enhancements.

  • Ability to independently diagnose and resolve configuration, data, reporting, security, process, and integration issues.

  • Strong analytical, communication, documentation, and stakeholder-management skills.

  • Ability to manage multiple priorities while maintaining quality, accuracy, and delivery commitments.

  • Ability to build collaborative partnerships across HR, Payroll, Learning, Technology, and vendor teams.

Preferred Qualifications

  • Experience supporting Oracle Learning Cloud (OLC).

  • Experience with Oracle Fast Formulas.

  • Experience with OTBI, BI Publisher, HCM Extracts, HDL, or HSDL.

  • Experience supporting Oracle HCM security, workflows, and complex organizational structures.

  • Experience implementing or enhancing Learning Management, compliance training, employee development, or talent enablement solutions.

  • Oracle HCM Cloud certification in Payroll, Global HR, Learning, Security, Reporting, or a related module.

  • Experience within financial services or another highly regulated industry.

The salary range is indicative for roles at the same level within DTCC across all US locations. Actual salary is determined based on the role, location, individual experience, skills, and other considerations.

About the Team

Serves as a dedicated technology resource for advancing DTCC’s business opportunities and providing industry thought leadership for leveraging new technology. The goal of this new department is to partner internally with IT, our business and regulatory divisions and externally with clients, regulators, and fintech vendors, to help build new platforms and business models to advance DTCC’s mission to support the financial markets.
